RECEIVED A CALL FROM DR LOCKLAR (COLUMBIA TN) WHO REPRESENTS THE
TVMA ABOUT 30 MINUTES BEFORE DONNA'S EMAIL.
THE TVMA IS
VERY CONCERNED ABOUT THIS BILL AND FEELS THAT THE FEE
(UNDETERMINED) IS NOTHING BUT TAX ON RABIES VACCINATIONS. THE
ADDITIONAL MONIES WILL BE TAKEN BY THE STATE HEALTH DEPARTMENT TO
PAY FOR EMPLOYEES SALARIES. THERE WAS A HEARING TODAY WITH 3 VETS
SPEAKING.
THE CHAIR OF THE COMMITTEE AND THE HOUSE
SPONSOR WERE NOT HAPPY WITH THE TVMA'S OPPOSITION TO THIS BILL.
HOWEVER, MOMENTUM IS ON THE SIDE OF THE BILL PASSING.
AS
A SIDE NOTE, THE ASPA WANTS TO TACK .25 TO .50 CENTS ON THE BILL
TO PAY FOR ADDITIONAL SPAY AND NEUTERING. THE FARM BUREAU IS NOT
INTERESTED IN THIS BILL AS IT DOES NOT AFFECT LIVESTOCK, ONLY
COMPANION ANIMALS PER DR LOCKLAR.
THE DOCTOR IS ALSO
CONCERNED ABOUT REDUCED RABIES VACCINATIONS AROUND THE STATE WITH
A BIGGER FEE. THE TFDC NEEDS TO DECIDE WHAT IF ANY CHANGE IN
POSITIONING IS REQUIRED. WE WERE IN FAVOR OF THE BILL AS
ORIGINALLY WRITTEN. THIS HAS BECOME A MORPHED BILL.
THE
HEALTH/HUMAN RES COMMITTEE WILL MEET ON 4-13 FOR A FURTHER REVIEW
OF THIS BILL. DEPENDING ON WHAT THE FEDERATION WISHES, OUR
LOBBYIST MAY BE ABLE TO HELP. ALSO SHOULD WE CHANGE OUR POSITION,
CALLS TO THE COMMITTEE BEFORE THE MEETING ON THE 13TH MAY BE
NECESSARY.

In case anyone has missed following along, this bill
has morphed in a very interesting direction.
There is an amendment that substitutes and replaces
the original bill:
SECTION 1. Tennessee Code
Annotated, Section 68-8-103(g), is amended by
adding the following language immediately after the
existing language: The commissioner of health shall
have the authority to charge a registration fee for
each vaccination certificate prepared pursuant to this
part. The amount of the fee is not to exceed that
amount required by the cost of the program and all
administrative requirements for the collection of the
fee shall be promulgated by rule pursuant to the
commissioner’s authority under § 68-8-112. SECTION
2. For purposes of rulemaking, including emergency
rulemaking, this act shall become effective upon
becoming law. For all other purposes, this act shall
become effective on July 1, 2010, the public welfare
requiring it.
If you check out the info in the
fiscal memo, they'll be raising the cost of rabies
certificates (i.e. making them one dollar more
expensive).
